A training on “Ombudsman’s National Preventive Mechanism Activity” was organized

The implementation of the 2024 Action Plan for Awareness Raising to Increase the Effectiveness of Protection and Promotion of Human Rights and Freedoms, approved by the Ombudsman of Azerbaijan, has started. 

In order to implement the Action Plan aimed at raising awareness of legal culture in society and among state authorities and civil society organizations about the protection and promotion of human rights, the Ombudsman Office plans to organize a series of awareness-raising events in Baku and the regions of the country. 

In the framework of the implementation of this action plan, the topic of the first training session arranged for the managerial staff and employees of boarding schools based in Baku under the Ministry of Science and Education was “Ombudsman’s National Preventive Activity.” The Ombudsman’s North, South, West, and Northwest Regional Centers and employees of the Nakhchivan Ombudsman Office joined the training remotely.   

During her opening speech, Ombudsman Sabina Aliyeva provided detailed information about the activities under the NPM mandate to prevent torture and other cruel, inhuman or degrading treatment. Underlining the importance of awareness-raising and increasing legal knowledge in this field, the Ombudsman noted that citizens’ applications about the law violations are thoroughly investigated and if violation is determined, urgent measures are taken within the mandate.         

The next training sessions will focus the issues of protection of the rights of persons with disabilities, the elderly, children, migrants, and other vulnerable groups of population, ensuring legal equality and preventing discrimination, as well as the protection of the right of access to information and others.   

Then, the staff of the Office made PPT presentations. During these presentations, the participants were informed about scheduled and unscheduled monitoring visits conducted regularly to investigate the treatment issues and detention conditions in the institutions, which persons cannot leave at their own will, as well as education facilities, recommendations, and the follow-up process to evaluate their implementation status. 

In the end, a discussion about the topic was held, and questions of the participants were answered.
