The implementation of the 2024 Action Plan for Awareness Raising to Increase the Effectiveness of Protection and Promotion of Human Rights and Freedoms, approved by the Ombudsman of Azerbaijan, continues.
Legal-awareness events held in the framework of this activity are organized in educational institutions implementing personnel training for law-enforcement agencies. The lecture on “Ombudsman’s Activities in Human Rights Protection and National Preventive Mechanism,” organized for the candidates for judges in the Justice Academy, was delivered by Rashid Rumzada, Deputy Chief of Office of the Ombudsman and head of the National Preventive Group.
Comprehensive information on the reforms carried out in the national legislation of Azerbaijan, taking into account the Ombudsman’s initiatives and recommendations, the Ombudsman’s activities in human rights protection, and the implementation of an independent monitoring mechanism, was provided. Furthermore, the provisions of the Constitutional Law on the Ombudsman of Azerbaijan were explained.
R. Rumzada gave information to the listeners about the designation of the Ombudsman Institution responsible for fulfiling the functions of a national preventive mechanism by the Presidential Order on Ensuring the Implementation of the OPCAT, monitoring visits conducted to places which persons cannot leave at their own will in order to further effectively implement this activity, and the recommendations and follow-up process to evaluate their implementation status by citing examples from national and international experiences.
The activities of the Azerbaijani Ombudsman in the field of protection of human rights, including its work as the National Preventive Mechanism, were met with interest by the listeners, and their questions relative to the topic were answered.
