Upon the instruction of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Sabina Aliyeva, as part of the National Preventive Mechanism, monitoring of institutions which people cannot leave on their own will continues.
The next visit by the National Preventive Group (NPG) members was conducted to the penitentiary institution No. 2 and the Specialized Treatment Facility of the Penitentiary Service.
The purpose of the visits conducted without prior notice was to investigate the implementation status of the instructions given in the previous visits, ensuring the rights of detained persons, conditions of treatment and detention, medical services, and documentation.
During the visits, which a physician member of the NPG also attended, it was observed that repair works were carried out in both institutions of the Penitentiary Service in accordance with the recommendations.
Within the framework of the visits organized on the basis of the requirements of the OPCAT and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the convicts were explained their rights, the competencies of the Ombudsman, and the requirements of the relevant legislation.
As part of the visits, applications addressed to the Ombudsman were accepted, and a number of appeals were resolved on the spot.
In the end, the members of the NPG held legal awareness talks with the management and employees of the institutions and gave relevant recommendations on the further improvement of detention conditions, medical care, and documentation.
