By the instructions of Sabina Aliyeva, the Ombudsman of Azerbaijan, members of the National Preventive Group (NPG) continue to conduct visits to places where people cannot leave at their own will.
The next visit by the National Preventive Group (NPG) to the Baku Pre-trial Detention Facility under the Ministry of Justice Penitentiary Service was organized based on the requirements of the OPCAT and the Constitutional Law on the Ombudsman of Azerbaijan.
During the monitoring visit, which was also held with the participation of a specialized medical member of the NPG, confidential meetings were held with the detainees kept in this facility, including Alesker Mammadli, Ruslan Izzatli, Akif Gurbanov, Ramil Babayev, Ali Zeynalov, Ilkin Amrahov, and Mushfig Jabbarov. Their conditions of detention and health state were investigated, and their complaints were listened to.
Some of the admitted detainees underwent medical examinations in the medical-sanitary unit of the Baku Pre-Trial Detention Facility with the participation of the specialized medical member of the NPG.
At the end of the visit, talks were held with the management of the facility and responsible employees, and they were appropriately recommended to further improve the detention conditions in accordance with national and international legal frameworks.
