On 8 January 2020, Azerbaijan submitted its fifth periodic state report to the Committee Against Torture of the United Nations (CAT) on the implementation of the "Convention against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment." In this regard, the Ombudsman of Azerbaijan has also submitted its complementary report to the relevant Committee for the respective period.
Based on the official invitation, Rashid Rumzada, the Deputy Head of the Ombudsman Office and the Head of the National Preventive Group, and Zaur Valimammadli, the Head of the Department for Cooperation with International Organizations and Civil Society Institutions for the discussion of the mentioned report, participated in a special session held on April 22, 2024, in Geneva, Switzerland, with members of the Committee.
During the discussions, the Committee Members were detailed informed about the Ombudsman’s activities within the NPM mandate, positive developments of the experience, and preventive measures implemented. It was highlighted that the new amendments to the Constitutional Law on the Ombudsman of Azerbaijan, made considering the recommendations of the respective Committee, not only strengthen the Ombudsman’s NPM mandate but also ensure its compliance with international norms and principles.
During the hearing, the questions of the Committee Members were answered, and discussions took place during the session.
