Ombudsman’s National Preventive Group members conducted a monitoring visit to the Baku Pre-Trial Detention Facility

By the instructions of the Ombudsman of Azerbaijan, Sabina Aliyeva, the members of the National Preventive Group (NPG) continue their monitoring visits to places where persons cannot leave at their own will.   

The next visit, organized in line with the requirements of the OPCAT and Constitutional Law on the Ombudsman, was conducted to the Baku Pre-trial Detention Facility of the Penitentiary Service under the Ministry of Justice.  

During the monitoring visit, implemented with the participation of a medical doctor member of the NPG, confidential meetings were held with detainees held in the facility, including Alasgar Mammadli, Ruslan Izzatli, Avaz Zeynalli, Ulvi Hasanli, Sevinj Abbasova, Nargiz Absalamova, Elnara Gasimova, Hafiz Babali, Imran Valiyev, and Teymur Karimov. Their conditions of detention and health state were investigated, and appeals were heard.
