A monitoring visit was conducted within the national preventive mechanism mandate of the Ombudsman

The members of the National Preventive Group (NPG), by the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Sabina Aliyeva, conducted a monitoring visit to social service institutions No. 1 and 2 for children with disabilities under the Social Services Agency of the Ministry of Labor and Social Protection of Population.   

In the course of the unannounced visit, classrooms, dormitories, a kitchen, a dining hall, a medical room, and administrative offices of facility No. 1 were monitored; access to food, drinking water, hot and cold water, the organization of leisure time, and documentation issues were investigated.   

It was found that shortcomings identified during the previous visit to facility 1 were addressed as a result of measures taken based on the recommendations made. Some child residents of facility No. 1 were privately interviewed in order to assess the treatment issues. Information about the Ombudsman’s competences was provided.   

At the end of the visit to social service facility, a final discussion with the management and employees was held.
