The next visit was conducted within the framework of the Ombudsman's National Preventive Mechanism

Within the framework of the National Preventive Mechanism (NPM) activities of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Sabina Aliyeva, the next preventive visit by the National Preventive Group members was conducted to the temporary detention facility of the Gadabay District Police Department.

The purpose of the next preventive visit, conducted in accordance with the requirements of the OPCAT and the Constitutional Law on the Ombudsman of Azerbaijan, was to investigate the conditions of detention and treatment, as well as the state of ensuring the rights of detainees.

During the visit, detainees at the temporary detention facility, including the five individuals who were detained and administratively arrested during the incident in the village of Soyudlu of the Gadabay district, were confidentially interviewed, and each request was heard. Each of the received detainees underwent a visual examination on an individual basis, and they stated that they had no complaints regarding treatment, food provision, or conditions of detention. They also expressed gratitude to the Ombudsman for ensuring the protection of their rights by promptly solving the issue. The detainees were informed about their rights, and they were provided with legal advice regarding their applications related to court decisions concerning their cases.

Documentation related to detainees and conditions of detention, including the condition of cells, personal hygiene and sanitation conditions, medical services, and food provision, was investigated on the spot.

At the end of the visit, discussions were held with the management of the temporary detention facility, and relevant recommendations based on national and international legislation were made.
