Upon the invitation of Şeref Malkoç, the Chief Ombudsman of Türkiye, Sabina Aliyeva, the Ombudsman of Azerbaijan, participated in the International Ombudsmen Conference on "The Future of Human Rights in the 21st Century," held in Ankara, Türkiye organized on the occasion of the 10th anniversary of the establishment of the Turkish Ombudsman Institute.
Recep Tayyip Erdoğan, the President of the Republic of Türkiye, Mustafa Şentop, the Speaker of the Grand National Assembly, as well as representatives from various state institutions, ministries, and accredited international organizations of the country also participated in the conference, attended by over 70 ombudsmen and human rights defenders representing various countries around the world.
During the two-day event, discussions were held on the future of human rights, including the impact of digitization on human rights and freedoms, as well as presentations on the provision of human rights in the context of war, conflict, migration, and the pandemic.
During her speech at the conference, the Ombudsman of Azerbaijan congratulated the Chief Ombudsman of Türkiye and the institution's staff on the occasion of their anniversary, expressing wishes for continued success in their activities. S. Aliyeva emphasized the existing close collaboration between the ombudsman institutions of Azerbaijan and Türkiye, highlighting the importance of the Memorandum of Agreement signed between the two institutions for the development of these relations. The Ombudsman of Azerbaijan noted the successful continuation of mutual relations within the framework of the Ombudsman Association of the Organization of Islamic Cooperation (OICOA), the Association of Ombudsmen and National Human Rights Institutions of Turkic States (TÜRKOMB), and the Asian Ombudsman Association (AOA).
S. Aliyeva said that as a result of Armenia's prolonged occupation and ethnic cleansing policy over nearly 30 years, the fundamental rights and freedoms of the Azerbaijani people have been violated. She provided detailed information to the participants about the war crimes committed by Armenia against Azerbaijan during the First and Second Karabakh Wars.
Speaking about the serious threat posed by the landmines planted by Armenia in Azerbaijani territories, the Ombudsman noted that the daily increase in the number of landmine victims persists due to the lack of accurate mine maps provided to our country.
S. Aliyeva highlighted the importance of the role of ombudsman and NHRIs in ensuring the implementation of existing international humanitarian law and human rights law norms and principles. She provided information on the relevant reports prepared based on the outcomes of fact-finding missions. The Ombudsman of Azerbaijan highlighted that during both the Patriotic War and the post-war period, a delegation led by Ş. Malkoç, the Chief Ombudsman of Türkiye and the President of the OIC OA, visited Azerbaijan to conduct on-site investigations, and as a result of these investigations, relevant reports were prepared.
S. Aliyeva presented Ş. Malkoç with the jubilee medal "20th Anniversary of the Ombudsman Institution of the Republic of Azerbaijan in the Field of Human Rights (2002–2022)" for his active participation in strengthening cooperation between the two institutions.
