An international seminar was held in an online format by the Baku branch of the International Institute for Monitoring the Development of Democracy, Parliamentarism, and Observance of Citizens' Electoral Rights in the States participating in the Inter-Parliamentary Assembly of the Commonwealth of Independent States.
Mugalib Mahmudov, head of the legal awareness sector of the Office of the Ombudsman of Azerbaijan, spoke at the seminar dedicated to the topic "The Role of state programs in the implementation of democratic transformations: The Azerbaijan Model". He spoke about the importance of state programs, strategies, national action plans, concepts, and similar other strategically essential documents in terms of the protection of human rights and freedoms.
It was said that the 1998 "State Program for the Protection of Human Rights" was approved based on the Decree of the National leader Heydar Aliyev, which defined the provision of human rights as one of the main directions of the state policy. Furthermore, it was added that for the first time, this document considered the establishment of an ombudsman institution in Azerbaijan. Later, it was said that legal reforms carried out in the country resulted in the adoption of the 2001 relevant Constitutional Law was enacted, and the Ombudsman Institution, which has been operating for 20 years, was established accordingly.
It was given information about the "National Action Plan for the Protection of Human Rights in Azerbaijan" approved by the Presidential Decrees, Mr. Ilham Aliyev, dated December 28, 2006, and December 27, 2011, as well as the "National Action Plan in the field of increasing the efficiency of the protection of human rights and freedoms in Azerbaijan" Action Program", and the work done while implementing those documents, and Ombudsman’s suggestions regarding the preparation of a new document of strategic importance in this field.
