During the "Child Rights Month" announced by the Ombudsman of Azerbaijan Ms. Sabina Aliyeva, visits were made to the districts covered by the Ombudsman’s North Regional Center.
The members of the Ombudsman’s National Preventive Group carried out monitoring in the full boarding school named after Rufat Kalbiyev in Khinalig village, Guba Special Vocational School, Siyazan city Integrated Training Boarding Gymnasium, and the Guba city full boarding school for children deprived of parental care under the Ministry of Science and Education of Azerbaijan.
In the visits organized on the basis of the requirements of the OPCAT and the Constitutional Law "On the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan", the purpose of the visits is to monitor the conditions of detention in those institutions, investigate the treatment of, and organization of recreation time for children, as well as check the appropriate documentation.
During the visits, the conditions of detention in the classrooms, dormitories, medical center, kitchen, and other administrative rooms of the institutions were inspected, as well as the organization of leisure time, nutrition, access to hot and cold drinking water, and documentation were examined.
Within the framework of the visits, the preventive group members held awareness talks with the employees of the institutions and children. They were informed on the essence of "Child Rights Month", the importance and requirements of the UN CRC, the national child rights protection mechanisms, the activities implemented by the Ombudsman in this field, and the questions of the participants were answered.
