NPM Group Members of the Ombudsman conducted a visit to the penitentiary institution No. 11

By the instruction of Ms. Sabina Aliyeva, the Ombudsman of Azerbaijan, the members of her national preventive group (NPM) conducted an ad-hoc visit to the penitentiary institution No. 11 on 28 July 2022 without prior notice.   

The purpose of the visit was to check the information published on the websites about the violation of social security and health rights of convict Ali Samadov, who allegedly started a hunger strike in connection with this.

During the visit, the convict, whose rights were allegedly violated was privately received. A. Samadov, who was charged with 12 years of imprisonment in accordance with Articles 120.1 and 128 of the Criminal Code of Azerbaijan, complained that the II-degree disability appointed to him was not properly covered his health status and asked for help in appointment of I-degree disability. His appeal was received on the spot.    

This should be noted that A. Samadov was received during previous visits implemented to this penitentiary institution, as well as his and his family members' applications, including requests for ensuring his right to health with the Ombudsman at various times were taken to be processed. The necessary measures were taken by sending inquiries to the Ministry of Labor and Social Protection of Azerbaijan, the Chief Medical Institution and the Penitentiary Service of the Ministry of Justice.
