By the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Ms. Sabina Aliyeva, the members of the Ombudsman’s National Preventive Group against Torture (NPG) continue visits to the temporary detention facilities without prior notice.
The next such visit, organized on the basis of the OPCAT and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, was aimed at investigating the conditions of detention, treatment, and the status of ensuring the rights of detainees.
During the visit, the NPG, including a doctor-member, also met with the Armenian nationals, who were convicted for the commission of criminal acts in the territory of Azerbaijan liberated from occupation after the cessation of hostilities in accordance with the tripartite statement signed by the leaders of Azerbaijan, Russia, and Armenia on November 10, 2020.
In the course of the interviews held during the confidential meetings, it was found that each of the convicts was provided with telephone calls, correspondence, contact with family members, means for getting information (TV, publications), and medical care. The received persons have not complained about the conditions of detention or treatment.
During the monitoring, it was observed that those persons are treated in compliance with the norms of international law, without any discrimination, and their rights, as well as the necessary medical and psychological services, are ensured accordingly.
