Capacity-building training on migration started for the civil servants

The capacity-building training on “Current International and National Legal Framework on the Protection of the Rights of Migrants: monitoring mechanisms and detention procedures of irregular migrants” was launched in cooperation with the Ombudsman Institution, State Migration Service, and International Center for Migration Policy Development (ICMPD).

The training is organized for the staff members of the State Migration Service, Ministry of Internal Affairs, and State Border Service in the Regional Training Center for Migration of the Migration Service. This training is running in the framework of the EU-funded Project “Support the Implementation of the Mobility Partnership in Azerbaijan” (MOBILAZE 2).

During the opening ceremony, in his speech, Mr. Vusal Huseynov, Head of the State Migration Service spoke about the importance of the improvement of the national migration policy, the activity of the Service in this field, and the capacity building of the staff. He stressed the importance of cooperation in the protection of human rights and freedoms, including the rights of migrants. 

The Ombudsperson Ms. Sabina Aliyeva, during her speech, briefed on human rights reforms implemented at the national level, the establishment of the national “Human Rights Day” in Azerbaijan, and the competencies of the Ombudsman. Giving information about the activity of the Ombudsman Institution, which marks its 20th anniversary this year, in the field of the protection of the rights of migrants, she noted that international cooperation, including bilateral and multilateral collaborations in the relevant area, has extended.

The Ombudsman also said that some actions have been undertaken to conduct an exchange of experience, regulate migration processes, and prevent irregular migration. The Ombudsman stressed that the end of the occupation of Azerbaijani lands, in addition to ensuring peace in the region, created new and broad opportunities for migration and resettlement, laid a solid foundation for the development of various resettlement projects, and the development of international cooperation in these areas.

During the speech, the Ombudsman thanked the State Migration Service and the International Center for Migration Policy Development for the fruitful cooperation that has lasted for many years. She also noted the successful implementation of a number of projects in the framework of cooperation between the European Union and the Office of the Ombudsman.

The head of the International Center for Migration Policy Development, Ms. Saltanat Mammadova, gave detailed information about the Project.

The training will continue with the presentations by the representatives of the Ombudsman Office.
