In the framework of the Ombudsman declared “Human Rights Month”, the monitoring in state-owned child facilities was continued. Ombudsman’s National Preventive Group implemented unnoticed and scheduled visits to the children's home, Boarding Integrated Gymnasium in Ganja city, boarding integrated gymnasiums in Goranboy and Zagatala districts, and Guba City Boarding School for Children Deprived of Parental Care and Special Vocational School.
The purpose of the visits was to assess the detention conditions and treatment of, as well as the general child rights situation of children of different age groups, residing in these facilities. During the preventive visit, different buildings inside the facilities, bedrooms, classrooms and recreation centers, canteens, kitchens, food stores, medical rooms, and other departments were inspected.
The management and employees of the above-noted facilities were interviewed, as well as individual and group interviews were conducted with psychologists and other professionals working there, as well as with children on a random basis to assess the treatment.
In the course of the monitoring, the managerial staff of the facilities was given recommendations to eliminate revealed deficiencies, as well as the NPM group members, held a legal awareness talks with the staff on how to better protect child residents’ rights and to prevent any possible child maltreatment.
