The next pardon decree “On Pardoning Number of Convicts” dated 27 May 2022 signed by the country's President on Independence Day was another clear example of humanism policy by the state.
While the execution of the Decree, the Commissioner’s appeals on pardoning were also considered and resulted in granting clemency to 213 convicts. 167 persons were released from serving the remainder of the sentence, the unserved part of the sentence of 36 persons was reduced to half, and one life-imprisoned person was released, as well. Furthermore, 3 persons, sentenced to probation, were pardoned, as well as 6 people sentenced to deprivation of liberty have been also released from the unserved part of their sentences.
Based on the Ombudsman Sabina Aliyeva’s pardon applications, 31 persons were granted clemency by this Decree. Of 27 persons were released, whereas the terms of a sentence of 4 convicts have been reduced by half.
During the tenure of the Ombudsman, based on the Commissioner’s motions, in total, 805 prisoners, including juveniles, females, elderly convicts, convicts with disabilities, and those, suffering from different diseases had been granted clemency.
The Ombudsperson Sabina Aliyeva visited Penitentiary institutions No. 2, 9, 10, and 17, as well as a Prison of the Ministry of Justice in connection with the execution of the pardon decree. The Ombudsman, during all ceremonies she attended, congratulated all granted convicts upon the 28th May- Independence Day and pardoning, and conveyed her best wishes.
The Ombudsman, speaking at the ceremony, outlined a humanism policy, which has been started by the National Leader Heydar Aliyev, and successfully continued by the country President Ilham Aliyev and the First Vice-President Mehriban Aliyeva, as a part of a great value placed on human rights.
She said that during the period of independence, in a short time, there had been executed 68 pardon decrees, and 12 amnesty acts that affected thousands of people who restored their ties with their families.
