Another visit was conducted in accordance with the National Preventive Mechanism of the Ombudsman

By the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Ms. Sabina Aliyeva, the National Preventive Group members conducted a visit to the temporary place of detention (TDP) of the Main Department of Primary Investigation of Tax Crimes under the State Tax Service without prior notice.    

The purpose of the visit conducted within the requirements of OPCAT, Constitutional Law on Ombudsman of Azerbaijan, and the Law on the Protection of Rights and Freedoms of Persons Kept in Detention Places was to investigate the detention conditions in the TDP, state of ensuring the rights of the detained persons and check the documentation.     

In the course of the visit, it was found that there was no detainee in the facility. Cells, preliminary investigation, medical unit, worship rooms, kitchen, walking area were monitored, and necessary recommendations were given in relation to the existed shortcomings in the documentation and registration books. The facility was provided with the poster of the Ombudsman’s Call Center 916 to hang out inside the facility.

At the end of the visit, legal awareness talks were held with the facility management and responsible officers, and recommendations were made on the improvement of the activity in accordance with the legislation.
