Opinion of the Ombudsman regarding the Order of the International Court of Justice dated 7 December 2021

As it is known, the Republic of Azerbaijan has filed a lawsuit in the International Court of Justice (ICJ) for violation of the International Convention on the Elimination of All Forms of Racial Discrimination by Armenia with a request to prohibit cases inciting racial hatred against Azerbaijanis in Armenia.


The submitted documents also referred to the reports, which were prepared by the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan and sent to relevant international organizations.


Fundamentally, the decision of the Court after its hearings from 14 to 19 October 2021 instructed the Armenian side to take urgent measures for preventing human rights violations against Azerbaijanis.


I think the ICJ decision of 7 December 2021 on temporary measures to prevent the promotion of racial hatred by Armenia, as well as by the persons and organizations operating in the territory of Armenia and targeting Azerbaijanis, is important in terms of preventing violations of human rights and freedoms and ensuring peace in the region.


We believe that effective measures will be taken within the framework of international law for the immediate implementation of the ICJ decision by Armenia.
