Monitoring visits are continued in the frame of “Child Rights Month”

The National Preventive Group (NPG) continued its monitoring visits to child institutions under the Ministry of Education in the frame of the month-long campaign “Child Rights Month”, which announced by the Ombudsman of Azerbaijan and covered the period between 20 October and 20 November.

NPG visited Baku Integrated Training Boarding School No. 11, the Republican Special Boarding School for Children with Disabilities (CWDs) No. 3, as well as the Ganja, Siyazan, and Sheki Cities integrated training schools of boarding type and the Guba Special Vocational School.

The purpose of the monitoring is to investigate the general situation of child rights protection, to assess the conditions in which children live, and treatment of them.

In the course of the visits, NPG inspected the dorms, classrooms, gym, library, kitchen, and administrative rooms and inspected the organization of the time for recreation nutrition, drinking hot and cold water, and the documentation.  

During the monitoring, it was found that some facilities' classrooms, dorms, and other areas were not heated, despite the cold outdoor temperature. During the visit, there was a lack of heat supply in one of the buildings of Sheki City Integrated Boarding School, and it was observed that due to the settlement of IDPs in some parts of the Republican Special Boarding School No. 3  for CWDs, the institution was overcrowded and in need of an overhaul. Also, it was found that the conditions of children in the Guba Special Vocational School were not adequate for its residents.

Although the shortcomings identified earlier in the Siyazan City Integrated Training Gymnasium of Boarding Type have been eliminated, it has been disclosed that a number of medicines have expired at the medical unit.

The NPG brought the shortcomings found in storage conditions, provision of necessary inventory, and documentation of the child institutions to the attention of the management, and gave their relevant recommendations to eliminate them.
