The members of the National Preventive Group (NPG) of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan have carried out a scheduled visit upon the instruction of the Ombudsman to Baku Detention Center for Illegal Migrants of the State Migration Service without prior notice.
The object of the visit carried out in line with requirements of the OPCAT and the Constitutional Law on the Ombudsman was to monitor the general situation and treatment of the foreigners placed in the detention center, to investigate incoming applications, and to learn the situation with the provision of the rights of persons voluntarily and involuntarily placed in the facility, and to review the documentation.
The NPG inspected the dorms, rooms, medical units, interview rooms, canteen, food store, and other parts of the detention facility, and checked the situation on the access of individuals held there to parcels, walking, and phone calls. Furthermore, it was found that the building for involuntary migrants was not temporarily used due to the overhaul. During the visit, the individuals holding in the facility were interviewed in a confidential manner to investigate their conditions of detention, whereas they did not complain about their situation. Several requests were provided on the spot.
In the end, awareness-raising talks were held with the facility administration and staff about the requirements of national and international legal frameworks. They were given appropriate recommendations and delivered posters of the Call Center of the Ombudsman.
