Child care institutions were monitored within the frame of Human Rights Month-long Campaign

The National Preventive Team of the Ombudsman continues inspections at social care institutions to monitor the situation of ensuring the rights of children placed in those facilities.  

The recent inspections conducted during the Human Rights Month-long campaign and in alignment with the OPCAT, the Constitutional Law on the Ombudsman, and Action Plan for the implementation of the Strategy for Children for 2020-2025 were carried out in children’s homes No. 2 and 3 under the auspices of Baku City Executive Power Office.  

All areas of those social facilities were inspected, the issues related to defense, health, and development of children were studied, the general situation with the quality of the nutrition, medical care, and organization of the psychological aid and documentation was checked. Numerous shortcomings were found.

In accordance with the rules of the COVID-19 quarantine regime, the administration of the facility, and the randomly selected children were talked to in private or in groups in order to investigate the treatment standards.

The administration of the facility was given recommendations for taking measures regarding some sanitary and hygienic and security problems found during the monitoring and which can be easily eliminated on the spot, and legal awareness talks were held with the staff of the facility in order to protect the rights of children and prevent any ill-treatment towards them in the future.

The relevant authority will be addressed with regard to the identified shortcomings.
