Within the Ombudsman’s NPM activities, members of the National Preventive Group (NPG) conducted an unannounced visit to penitentiary institution No. 1 of the Penitentiary Service of the Ministry of Justice.
During the monitoring visit, the punishment cell, medical-sanitary unit, visitation areas, canteen, kitchen, and other facilities in the institution were inspected. The situation related to detention conditions, treatment, organization of medical care, nutrition, access to hot and cold water, recreation, visitation, and phone calls was investigated, and documentation was examined.
During the inspection of the punishment cell, it was observed that repair work were being carried out. However, there were concerns about cleanliness, and the rules for storing medications were not being followed.
The NPG Members received over 30 inmates in private. The received inmates reported certain difficulties related to medical examination and treatment in the institution. Some of the inmates submitted written complaints to the Ombudsman.
Following the monitoring visit, management of the institution was informed about the shortages and provided with recommendations on how to address them.
