During the “Human Rights” month-long campaign initiated by the Ombudsman, the Human Rights Commissioner’s CRPD implementation monitoring group conducted a monitoring at the Boarding-type special secondary school No. 3 of the Ministry of Science and Education located in Baku.
The objective of the monitoring was to evaluate the accessibility of children with disabilities to education and conditions for the implementation of their right to education, specifically the expansion of special education programs and absenteeism issues.
The Group members monitored the supply of the textbooks necessary for education-training process, the teaching process, the organization of lesure time, the supply of quality food, and design of bedrooms for arrainging psychological comfort of children, a canteen, a library, shower rooms, and toilets.
The monitoring group advised the management of the boarding facility to take constant measures to ensure the safety of children.
Private talks were held with the teachers, educators, and children with complete, and partial loss of hearing studying in the establishment.
In conclusion, the issues related to the usage of sign language, facial expressions, lip reading and sign-language interpreting in the education process of children who are hard-of-hearing were discussed with the management of the school, who were made the appropriate recommendations.
