Ombudsman took part at a scientific-practical conference dedicated to the 99th birth anniversary of the National Leader Heydar Aliyev

The Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Ms. Sabina Aliyeva delivered a speech entitled “Ombudsman’s role in human rights protection during the Patriotic War and in the post-conflict period” at a scientific-practical conference dedicated to the 99th birth anniversary of the National Leader Heydar Aliyev.

After greeting the participants of the conference, Ms. Aliyeva noted that the National Leader Heydar Aliyev is the founder of Azerbaijan’s current socio-economic development, and progressive legal reforms carried out in the field of protection of human rights and freedoms. The Ombudsman mentioned that the Commission led by the National Leader developed the draft of the first national Constitution of independent Azerbaijan which was adopted by referendum on November 12, 1995, and afterward, the reforms to effectively ensure the human rights in our country were initiated. During the speech, she also spoke about the State Program on the Protection of Human Rights and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan.

Later, Ms. Aliyeva gave information on the activities of the Ombudsman Office, which was established according to the Constitutional Law adopted at the legislative initiative of the National Leader, in the field of protection of human rights and freedoms. She also briefed the participants on the Ombudsman’s fact-finding missions conducted during and after the Second Karabakh War, as well as the relevant reports, statements, and appeals consecutively addressed to the international community.

The Ombudsman touched upon the activities aimed at better protection of human rights during and after the war, including those to restore the violated rights and prevent human rights violations, as well as the importance of timely responding to the appeals by state bodies, raising awareness, and officials’ attentive and caring attitude in relation to the citizens.
