The Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Ms. Sabina Aliyeva spoke at the 4th Congress for People with Special Needs (“Fərqli Fərdlər”).
During the hybrid meeting, the Ombudsman said that complex measures have been taken for ensuring the rights, social protection, and rehabilitation of children with special needs in Azerbaijan. It was noted that modern rehabilitation centers are established or overhauled and provided with equipment on the initiative of the First Vice-President and President of the Heydar Aliyev Foundation, Ms. Mehriban Aliyeva, and it is welcomed by the society.
The Commissioner underlined that the Office is paying special attention to the protection and promotion of children, including those with special needs, and keeping their issues always in focus. She also highlighted the importance of the adoption at the national level of a specific law on the state care for people with autism and the development of relevant state programs to ensure effective enforcement of that document in order to overcome some important problems of this category of people in Azerbaijan. Also, the parents of autistic children have to be informed in detail about this neurological disorder through psychological conversations.
The Ombudsman said that a range of educational programs in mass media, including TV Channels with the participation of specialized experts, as well as broad enlightening measures to raise awareness about social work with children with the autistic disorder should be organized.
Leaders and representatives of various agencies, local and foreign experts also spoke at the congress, and the topic was discussed in detail.
