Strengthening efforts for building Rule of Law and protecting human rights in the country have been set as one of the key directions of the public policy. Always keeping focus on the effective protection of human rights and freedoms, over the past period the prosecutors’ offices have undertaken comprehensive activities aimed at fostering effective cooperative relations with the institutions specialized on human rights protection. 

As a continuation of such measures, on July 2, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Sabina Aliyeva and the Prosecutor General of the Republic of Azerbaijan, Kamran Aliyev held a meeting. 

During the meeting, the necessary issues on ensuring effective protection of rights and freedoms of citizens have been discussed via exchange of useful ideas.  

The meeting was mainly focused on cooperation opportunities for ensuring human rights, improving legislation in relevant directions, discussing issues arising out of international treaties to which Azerbaijan is party, and implementing recommendations of the international organizations to the national legislation. 

During the event, they have also discussed the cooperation issues for applying new approaches in oversight of implementation of laws in exercising investigation, inquiry and operational search activities by law enforcement bodies for preventing violation of law, probable torture and other inhuman treatment cases.

The issues raised by persons during the interviews in the framework of the Ombudsman’s National Preventive Mechanism activities, as well as issues contained in the applications and appeals lodged by persons, including juveniles and persons with disabilities, accused in criminal cases initiated by investigation bodies, also by their family members and lawyers have been among the main subjects of discussion during the meeting.

The parties also assessed the opportunities for collaboration to enhance the monitoring of implementation and application of laws in terms and cases prescribed by legislative acts; to learn the status of prosecutor’s observance in this area; to take measures aimed at preventing identified violations of law; to develop methodical recommendations and reports. 

Discussing the issues of interest in detail, the parties had a useful exchange of views.
